Records Officer (PIDG/RIM 2) –Kingston

Salary JMD $1,711,060 – $2,301,186 (Annually)

PROCUREMENT


The Jamaica Council for Persons with Disabilities (JCPD) is seekingto identify a suitably qualified candidate to fill the above-mentioned post.

KEY RESPONSIBILITY AREAS

Participates in the development, maintenance, and continuous improvement of the Confidential Registry filing and classification systems (manual and electronic), ensuring compliance with policies, legislation, and standards

  • Responds to internal and/or external information enquiries requiring access to records and services for JCPD employees, persons with disabilities, and other authorized stakeholders
  • Advises and sensitizes staff on proper records and information management practices
  • Sorts, classifies, labels, codes, and files manual and computerized records and documents in accordance with established procedures
  • Stores, arranges, indexes, and classifies clients and JCPD confidential and sensitive records in both physical and digital environments
  • Maintains manual and computerized files, ensuring consistency between formats
  • Adds new material to files and creates new files as necessary
  • Stores completed files in designated storage locations or approved electronic repositories
  • Implements and maintains retention, archiving, and disposal schedules for all records within the Registry in alignment with GOJ RIM Policy and JARD guidance
  • Retrieves, archives, or disposes of records in accordance with approved schedules, maintaining proper logs and audit trails• Replaces or repairs damaged files and folders as directed
  • Tracks borrowed files or materials removed from the Registry to ensure timely return
  • Secures files and records to prevent unauthorized access, deterioration, or damage
  • Processes electronic and/or paper-based information received from persons with disabilities and JCPD activities in accordance with records management policies
  • Supports records inventory exercises, audits, and quality checks as required
  • Photocopies documents and sends and retrieves facsimiles as directed
  • Assists the Registrar with the preparation of letters, memoranda, reports and minutes

Other

  • Supports the ongoing operation and improvement of electronic records management processes
  • Enters, verifies, and updates data on clients and other confidential information into approved systems (e.g., JCPD MIS and related databases)
  • Conducts basic data quality checks (accuracy, completeness, consistency) and flags discrepancies for resolution
  • Scans, uploads, indexes, and names documents in accordance with approved standards
  • Maintains electronic folders, metadata, and naming conventions in line with JCPD protocols
  • Supports system upgrades, data migration activities, and user acceptance testing (UAT) when required.
KEY COMPETENCIES

Technical:

  • Sound knowledge of records and information management principles (creation, maintenance, preservation, organization, and disposal)
  • Knowledge of office procedures and public sectorcompliance requirements
  • Working knowledge of records management systems, databases, and standard office software (Word, Excel, etc.)
  • Understanding of the Data Protection Act (2020) and Access to Information Act

MINIMUM REQUIRED QUALIFICATION AND EXPERIENCE
  • A Bachelor’s degree in Records Management, Information Management, Library Science, or related field OR
  • Bachelor’s degree in a Social Science plus formal certification/diploma in Records Management or Information Management
  • Formal training in Records Management, Information Systems, and automated records technologies
  • At least two (2) years’ related working experience in a records, registry, or information management environment (experience with digital systems preferred)
SPECIAL CONDITIONS ASSOCIATED WITH THE JOB
  • Normal office environment
  • Required to lift, bend and stretch to access file boxes/folders
  • Exposure to dust from files and within storage areas
